The Department of Agriculture will evaluate, implement, and maintain innovative technologies that support its mission of "Serving Montana Agriculture and growing prosperity under the Big sky", while maximizing return on resources and delivering cost effective means for citizens, businesses, and others to easily access information and conduct business with the Department.

Division Agricultural Sciences Division
Project / Program Purpose and Objectives The System for Agriculture, Food, Health, e-Inspections and Registration (SAFHER) project was initiated by a governing council whose members consist of the Association of Food and Drug Officials (AFDO), state agriculture CIOs, state USA Plants and USA Food Safety subject matter experts, AAFCO and FDA. This project was in response to the currently used legacy systems, USA Plants and USA Food Safety, being unable to sufficiently meet the needs of the 20 participating states. SAFHER’s objective is to develop a system to empower state’s internal users and external customers to address their state government agricultural, public health and human and animal food administrative functions, including, but not limited to: licensing, payments, inspections, complaints, compliance, administration, document management and enforcement mission. SAFHER will include all prior program, component, and function level features of USA Plants and USA Food Safety programs, as well as new cross-program interoperability, new reporting efficiencies, ease of use, with a modern user experience. The system will be built with input from multiple state agencies, federal partners, and industry stakeholders.

Status of the project as of March 31, even numbered years. Indicate % completed and status of funds expended. FDA and AFDO funded the initial phase of gathering state business process requirement information from multiple states, which is now largely completed.

Division Agricultural Development Division
Project / Program Purpose and Objectives The Montana Wheat and Barley Committee collects commodity checkoff assessments, and data about volumes of wheat, barley and pulse crop locations and destinations. This data provides a unique localized supply and demand outlook for Montana commodities, as well as the assessments collected, advancing the purpose of commodity boards. Since 1967, the committee has collected this data in paper form, and collected assessments with a manual process. This has required cumbersome staff time, using an overall inefficient and error prone process internally, and has been cumbersome for our customers who report data and pay assessment fees to the department. We are in need of an online data and payment collection service to help manage data and payment collection and processing activities, improving internal operational efficiencies, removing multiple points of error potential, and provide efficient and secure digital engagement with our customers who share data and pay fees to the department. The Montana Department of Revenue uses a system developed by FAST Enterprises for their collection and tracking activities. We are exploring the opportunity to participate in their implementation of this product (GenTax) to help solve our Commodity Board’s outdated collection processes. Through an interagency relationship with the Department of Revenue, we can provide a cost effective, proven system to meet our challenges. Exploring the cost of implementation through an outside vendor on our own, would be much higher.

Division Agricultural Development and Agricultural Sciences Divisions
Project / Program Purpose and Objectives The Department of Agriculture is attempting to find an effective Grant Management solution that is efficient to use by both grantors and grantees. Our current grant management solution is falling short of meeting our needs, and we would like to explore the currently developing ServiceNow Grant Management system being implemented by the Department of Commerce. If this grant management system will meet our needs, our utilization of that system will help meet several state strategic plan goals and objectives.

Division Agricultural Development Division
Project / Program Purpose and Objectives The Agriculture Hail Insurance Program is a producer funded risk management tool, that has been in use for 106 years, and offers supplemental insurance to famers that may not be able to afford other forms of risk management. This program helps meet statutory requirements (MCA 80-2: Hail Insurance), to provide risk management for farms state-wide, protecting them from substantial loss. Our Hail Insurance Application is a legacy system and needs updating, both in the application and application hosting environment, to remain stable and secure. Costs to re-write this application are well in excess of available COTS solutions, so we are exploring Commercial Off-The-Shelf (COTS) solutions in hopes of finding an affordable and workable solution to maintain the program.
